You have got to be kidding!
I wish it were a joke, but I believe (or at least hope) it was intentional to try and get their point across. Although ironically they may also be sending the signal that man, and his man-made institutions, are fallible. I wonder how much can be covered under the cloak of infallibility? Let the back-peddling commence!
I hope it was intentional too, but something tells me that is unlikely. I'm reminded of the signs I've seen mocking immigrants who cannot speak English or demanding that English be made our national language which contain terrible spelling or grammar mistakes.
